A mix of the first and third. Despite the setting, I feel inter-party conflict can easily muddy things up.

We already have someone going for a "service frame", which is essentially an android. I'd prefer not to have more than one, but if you want to try applying for one, there's nothing stopping you.

As for #2, you can create new factions, though they must also be applied for with a sheet of their own.
