Pretty much; considering how dangerous it is outside of safe-zones in Germany, there's not a whole lot of room to expand.  As far as women go, I'm sure they'd look past it if they can prove worthwhile to train, but the beliefs of a man taking up the role of a defender and warrior are still held strong.  I think the most that there'd be of them expanding out is [i]very[/i] small outposts run by the Hunters, kinda like the NCR Ranger outposts.  They're pretty much cut off from the 'mainland' and are expected to go on long periods without ample supplies.
