She actively rebels against governments and laws unless she wants something from them, and would encourage others to do the same if they would just wake up from their goddamned programming and think for themselves for once in their miserable lives. Anarkee has no regard for personal property, and little regard for material wealth, viewing money as a means to an end at best, and a limiting construct built by the government to control the populace at worst. She will speak her mind, even when nobody around wants to hear it, and isn't afraid of doing whatever it takes to get what she wants. Even if all she wants is a pack of gum. On a good day, Anarkee could be content with some petty vandalism and theft, but on a bad day could try to enact a plan to wipe out the entire eastern seaboard. Though some in Gotham would argue that the mages and non-human Terrans are a blight, the rousing success of Emma Graves business philosophy has so far proven them wrong. She can stand in the midst of her own gas bombs and be unaffected. --Local knowledge: Anarkee has spent a long time studying the people, places, and societies of Gotham City, and she knows it all like the back of her hand. She also possesses the ability to boost those emotions to uncontrollable levels, if she so chooses, though she mostly relies on her toxins for this. -Gadgets: --Emotional toxin bombs: Anarkee has developed a type of gas which manifests strong emotions when inhaled, and carries small vials of these concentrated gasses with her. She can induce rage, terror, euphoria, apathy, and many more emotions depending on which version of the toxin she uses. Often she will use them to start a riot, or create a distraction, or if she simply feels bored. --Concentrated release vents: Built into the linings of her gloves are a set of valves which can release a dose of her gas bombs in a limited scope, but much higher dosage. At these levels, anyone affected by them becomes uncontrollable, as their higher brain functions shut down due to over stimulation and animal instinct takes over. --Disguise kit: Anarkee has become adept at disguising her gadgets as harmless pranks, making her toxin bombs look like easter eggs, or birthday presents. Using a small set of tools and whatever is nearby, Anarkee can make her 'gifts' nearly invisible. -Weapons: --Weaponized boots and gloves: Anarkee has knives built into the soles of her shoes which extend with a kick. She has also built small razors into the fingertips of her gloves which are always extended. --Toxin bomb launcher: Anarkee has built a gun-like device capable of launching her toxin bombs over 100 feet, which then detonate on impact. --Rocket Hammer: Slung across her back, Anarkee carries a large mallet with an explosive charge on either side of the head. These charges detonate when they hit something with force, creating a miniature explosion capable of smashing through most walls or flipping cars. Though these losses were tragic for the young girl, they left her the sole recipient of three separate life insurance policies, which the enterprising young woman used to her great advantage. Now, less than a year later, Emma Graves has invested her small earnings in several lucrative business and has amassed a small fortune. In an interview with several reporters, Mrs. Graves suggested she might wish to open her own business one day, aimed at helping those less fortunate than her. Most of the opposition came from various anti-mage groups, though there were strong showings by wider anti-Terran activists as well. CEO and owner Emma Graves stood in front of the gathered crowds, impressively stoic in the face of the verbal abuse thrown at her. The ribbon was cut by a reformed Blackthorn mage, a minotaur cab driver, and a registered metahuman named Hal King. Haven is intended to be a place of peace and learning for all residents of Gotham, especially including the "Oppressed and abused newest members of our society", according to Mrs. Graves. ("Haven Center: Heavensent, or Hoodlum Hangout?") Debate has risen over the past weeks about the true purpose of the Haven Cultural Center. Since its opening three years ago, CEO Emma Graves has insisted that the high-rise, all-in-one building represents a way for nonhuman Terrans to get a leg up in the world, and prove their worth to society. However, due to the rise of crime in Gotham, and the appearance of the Jokers and Anarkee gangs, there have been rumored sightings of purple-coated gang members in the area of Haven Tower. Skeptics insist that the tower is being used as a hub for illicit gang activity, and have been pressuring Gotham police to step in and investigate. This reporter has, in fact, spent the past two months working undercover in Haven Tower, and I can assure you dear readers, that there is no illicit activity going on. We will continue to report on the situation as it develops. In the wake of the Two Month War, power vacuums have sprouted in the crime families of the city. This was thought o be a boon for the city, until more and more violent gangs began stepping in to fill the vacuum. Terrifyingly, many of thos egangs were soon swallowed up by an up-and-comer. Loyal readers will remember our reporting on the Joker Gang from several week ago, but it now appears that there is a rival gang to the Clown Prince of Crime. Though similar in style, the efforts of the Anarkee Gang appear to be more coordinated than those of The Joker, and if anything, more malicious.
