He's not a bad person; Actually, he's quite nice. It's a huge contrast with his sudden will to beat someone to death for Chikako at a moment's notice. He tries to not step on any toes and tends to just listen to commands of his superiors as it's easier than angering people. While he's seemingly too friendly to be a villain, it all goes out the window with his Quirk. When Rabid Rabies is active, he screams insanity and [b]doesn't regard the enemy casualties as much.[/b] He'll beat the hell out of someone, and yell about how much he loves doing it.
