He really shouldn't have Mana Burst. That's not found in just anyone, you're generally something other than purely human if you have it in [i]some[/i] way.

Far From Rome doesn't quite work given that staging ground is based on fame and country of origin, it'll have an effect no matter who you are, it's just some Servants have bigger "spheres of influence" then others.

Finally, Gabinai Contract is basically just expending a command seal on an order, so I'd advise either rewriting or removing it.
