And I told you specifically she'd need to wire into the physical lines running between the habitats. However for the sake of simplicity we can say that she's hacked into/modified the high power transmitters attached to the habitats and is using them as ad-hoc signal relays to reach all of/most of Venus.

Also, LAGO is cute and reminds me of Haro. Though I'd like you to go into more detail on how Johanna made them since Artificial Intelligences available to Zern and the public aren't common in the setting.
