Yeah, I'd also assume we just use our chosen six for the duration of the rp, whether or not we actually have more than that. It'd be hell to manage 10+ Pokémon on rotation for each member - not to mention, if we had access to all of them at all times, we could just brute force or counterpick every challenge.

With that said, while we are not out and about, I planned to make mention of a few baby Pokémon my character is taking care of/raising, but they won't really be used for battle or travel with him. Just something to add to his overall job/hobbies, if that's ok!
