Yes, animals with stands gain sapience, however it doesn’t change their biology so they can’t speak (unless they’re a parrot or something). At least, all of them except for Stray Cat (which was an explicit exception, and that was a cat’s soul inside a plant) gained sapience. Same deal with the user of Death 13, who was an infant with perfectly developed sapience but still wasn’t physically developed enough to speak or do things for himself.
