(1) My general limit on race is that it cannot be convoluted, the focus needs to really be on culture. If its a race which is just a complex mess, i'd have classified it as weird for instance. Just tell me the concept and i'll look it over.

(2) Depends on the magic? I'm not certain what you mean by new magic type.
