[/quote] Yes, that is all plausible, but Balthier would compensate for movement by adjusting his aim. Here, the range could be a bit far so it's feasible one would go wide, but unlikely for both. He's not an amazing marksmen, not by any means. But, barring bad luck or high winds, he can hit a man on the deck of one moving ship from the deck of another at short range. (I hesitate to add numbers because I'd have to make sure they are accurate.) He's probably directly horizontal, and a little back from the pair, having emerged from the same direction but further up the docks. Not a difficult shot. My main problem is Jōichirō using Observation to evade. He's not developed enough, by the sheet, to accomplish that, considering the circumstances.
