Well electricity is simply a stream of electrons at the end of the day, so I guess that a minute control would be the ability to freely manipulate electrons. That would include the production of electricity, electromagnetism, heating/cooling through excitement, and other such things. 

As for not controlling other people's stuff, that is completely fine. It would be lame to have something like "completely countering someone else's powers just because they, too, use electricity" like that. It is more of a utility power in this case, or at least was the intent.
