Resident Evil 6's biggest problem was it was too ambitious. It took the formula of 5 and expanded upon it and tried to give three fully-realized stories representing three different moods/eras. Unfortunately, it just ended up being a mismanaged, sloppy, and glitch-ridden conceptualization. I like Resident Evil 6, but its a hot mess that is only saved from mediocrity by cooperative play. Purists never really understood why 6 makes the most sense and you put it down aptly--Resident Evil is a Japanese director misunderstanding cheesy [American] low-budget action movies and grindhouse horror beats. It gives it that folksy "Resident Evil" charm.
