No Variant is actually required to register with NOVA, except for purposes of becoming a Noble. 

I tried open-world before and it didn't get far, so there will be an overarching plot in this iteration.

Describe how? If you're talking class and type, then that's Class 2 or 3 Volatile (if lightning is involved) or Distortionist (if it's just magnetism)
