Way quirk works: He stalks his victim for a while in order to see their quirk in action. Once he sees his victim use their quirk, he is able to use it. The stolen quirk lasts for a day before he has to stalk another victim.

Bio: A dropout from UA high who decided he isn't worth being a hero. He felt his quirk would be better suited for villainous purposes. He's a solo-villain who isn't a big team player. He works with people occasionally but would rather not. Unnervingly calm and quiet. Families of his victims have stated they never heard a scream.
