Have only royals from the other kingdoms been invited to the masquerade, or are other lesser nobles also invited?

I will be working on a CS, but I hope to see the GM finished CS to use as a guide. Like are the characters names something like Penelope Pineapple of the fruit kingdom, or is it more like Penelope Thomas is a pineapple blood of the fruit kingdom...?  

My character idea is for a noble/royal girl of the sweet kingdom.
