[@JJ Doe] The skills dont have to be useful in combat but they do have to be something the Emperor would see as useful in other aspects. For example, training her in the manners of a noble. 

You definitely dont have to be part of the Divine though! You could be anything you want. Servant, body guard, or even part of the imperial family. :)
