This hutt is overconfident, fond of a variety of vices and certain he is more valuable to his superiors than all evidence implies. He has a youthful exuberance uncommon to his kind, but is nonetheless lazy.

It is believed that his kind spend most of their first hundred and fifty years of childhood inside or in close proximity to one of their parents, possibly with limited to no true awareness. Investigation has put the subject as not appearing in society until just a few years before the Sacking of Coruscant. Even then, he did not make himself notable for several years, only coming to our attention a few years ago when he was sent to manage hutt affairs on Ryloth. Whether this was as a reward, test or punishment is uncertain. Whatever the reason, he is the go-to being for imperial affairs on this world, for better or worse.
