[@xia] Before they lose their memories, the characters can have op powers as long as you set appropriate limits for them to have as well. It's okay to have very powerful characters as long as they also have appropriate power limiters so that things are balanced. 

Edit: After they lose their memories, they're going to forget a little bit how to use said op powers. They're basically trying to figure out control again.
