The result of 3d6 then multiplied by 5! In CoC rolling is based on percentile (d100), so the higher your skill is, the better, because you'll want to roll under it. For the attributes, I think for most 50 is "average" so for example if you roll 3d6 and get 18, times 5 you'd be at 90 - almost super human, or well above the average.
