That's the point, yeah. Caring about what the unwashed masses can do with x technology doesn't really make sense in a world where there are actual, massive physical and magical differences between the peasants and the powerful. Even if firearms are better in the hands of peasants than bows are, bows are better in the hands of high level people than firearms are, due to stat-scaling. So an army of peasants armed with guns will be unable to overthrow much of anything, as they'd just get yeeted by a high level archer at a distance they can't even perceive. Of course, such firearms technology still could be delivered if there was a hidden part of the world where no one is inherently capable of utilizing magic...gunslinger high elf out from the boonies? ;3
