Two brothers were running for the law and found themselves to be surrounded in or near Los Angeles. The LAPD accidentally shot and killed one of the brothers, the nonpowered one. And he was so grief-stricken that he unleashed a strong enough earthquake to trigger the San Andreas fault line, resulting in an 8.7, then a 9.0, and finally, a 7.8 earthquake. The resulting earthquakes caused massive destruction throughout California, especially in the south and the Los Angeles county. Due to the cost of repairs, the US government decided to declare Southern California (including Los Angeles) an exclusion zone with the hope of rebuilding what was taken. For now, Congress is debating on the plans while local governments still deal with evacuations. 

As for Los Angeles, it remains a lawless city with the military (and national guard) picking up desperate citizens once a month. But with the hope of one day retaking the city from the gangs and criminals currently occupying it.
