[/quote] There [b][i]is[/i][/b] a sensor developed that can detect the extreme amounts of Delta energy, it's not perfectly accurate though (and again the government can't do that). It's like a mobile device attached to a vehicle that gives computer readings that allow them to pinpoint a Delta crystal. It's not like a giant supercomputer that can detect all crystals. Most of the Delta-Crystals were mostly collected over the years due to incidents popping up where they were discovered and the fact that they were pretty obvious and easy to find a glowing rock. So it's not really deployed widespread nowadays unless they have a reason to believe it. Some slipped through the cracks and it's not unreasonable to say some weirdos horded a few.
