She has long, straight jet black hair that reaches down to the top of her thighs. Her eyes are a dark grayish blue color that looks close to black when not observed closely. Her skin is really quite pale, a combination of genetics and her tendency to stay indoors. She tends to wearer darker clothes, with a fair few dark dresses given by her parents along with some more modern apparel she's picked out.
{Equipment and Personal Belongings}
Nothing more than a cellphone perhaps.
{Physical Abilities}
Aside from a standard education her only noteworthy traits are a reasonably impressive flexibility, dexterity and balance.
{Superpowers}
She controls sound. Every facet of sound, from wavelengths and amplitudes to vibrations and sonic pressure she is intrinsically tied to everything that is sound. She controls it not through any physical medium but through her will. When she hears sound it is not through her ears but rather it is her mind perceiving the waves directly and interpreting them. Because of this all her senses interact with sound, no longer just as an audible medium but a visual and textile experience as well. She feels sound like it's an extension of herself, an ethereal limb that's simultaneously attached and disconnected from her. Unlike her own limbs however there is no instinct for controlling sound. Understanding is something to be earned.
Babble doesn't so much hear sound but rather she becomes aware of it as soon as it enters her field of influence. She has a detection radius of one kilometer, beyond that sounds become too faint to even feel. Like sensations returning to numb fingers her feeling of sound encompasses sounds which enter her field of influence as she's made aware of it. Her brain translates the sounds within her influence into something akin to an extended limb. It gives visual, audio and tactile feedback based on the qualities of the signal such as amplitude or wavelength. She can perceive the density of the surrounding matter based both on the soundwaves reflecting off said material and off the resistance provided by the material against such vibrations. After all, less pliant materials make better conductors of sound with metal being among the most ideal. Her mind even associates colors to the sounds based on their pitch and tone. Just because she can feel all sounds around her doesn't mean she they all share the same volume and priority however. Much like how normal people ingest sounds much closer sounds tend to be louder and more prominent than distant sounds since sounds at a greater distance become weaker the further they need to travel. In a similar manner sounds that are closer to her are far louder than more distant sounds. If noises that are nearby become too loud then more distant sounds get drowned out. Only by manipulating resident sounds or secluding herself in a quiet environment will she be able to intelligibly make out what sounds lie at the borders of her range. Lastly given how receptive she is to sound this also makes her far more sensitive to noise. With as keen as her sonic sense is even the sound of shoes walking down a hall would be as loud as atomic bombs detonating right next to her. Since the sound is being processed by her mind and not her ears she can't even go deaf from an excess of volume. Needless to say she will need to understand and control her power before it becomes anything other than a hindrance.

Every sound needs a point of origin, a source from which the vibrations are generated. With greater understanding and practice Olivia can create these origin points, spots from which sound emanates. These sounds can carry enough force to become a localized explosion. Naturally these sounds expand in a spherical radius by default which results in force diminished over each cubic meter. She can focus the direction of these points, allowing them to retain their force over greater distances but with less spread.

While she can generate sounds removed from any environmental source she can also manipulate existing sounds generated around her. These sounds are easier to control since she does not have to generate them and manipulate them at the same time, allowing for greater amplification as well.

{Limitations}
Her limitations are the very limitations of sound itself. Much like the inverse-proportional law which dictates the strength of sound over distance the power she's able to generate deteriorates the further away from her the target location is. Just like sound itself the thinner the medium she's transmitting her sound through the weaker the effects become. The resistance of the material her sound is travelling through also effects the potency of the sound. In addition the more sound she attempts to manipulate the harder it becomes to control. Fine precision and unrelenting force do not fit hand in hand. Sound itself can hurt her just as much as it could help when uncontrolled. Given her mind's particularly wide reception range the volume of any and all sound in her vicinity is amplified to a ludicrous degree. This reception cannot be shut down either, remaining active at all times, even when she is unconscious. No matter how painfully loud the world around her becomes she can never shut it out. There exists techniques to dampen the sounds around her to lessen her burden but a novice like herself is years away from even approaching such a level of control. Naturally given the complexity of the field she controls it is fiendishly difficult to properly wield her power. There is no instinct for controlling sound in this manner nor is there any instruction on such matter. As completely foreign as controlling something tied to her very mind but divorced from all natural experience is it will be a long time, perhaps years even, before she'll even begin upon the path to understanding the basics.

{Personality}
Before the change she was a relatively quiet one. She always had trouble starting conversations and people never really cared for her company. This has lead to her isolating herself with books and turning to the internet for a majority of her social life. Never being anywhere close to popular at school she's often cleft more to obscure sub-cultures, observing them but never becoming involved. She is what the netizens would qualify as a "Lurker". She takes in the world around her as an outsider, not a participant. This has given her a decent appreciation for the stranger side of life. When nobody likes you either which way what use is there in being normal? Then sound happened.
{Place of Origin}
Hope, New York. She lived in a suburban neighborhood in a run-of-the-mill middle class family. Her relationship with her parents has always been rather rocky.
{Background}
Olivia was never really liked all too well. Despite being an only child her parents always seemed short of temper whenever she spoke up. Though it was no fault of her own such was the hand she was dealt. She was born and raised in Hope town, New York. It was a little patch of buildings, mostly a few warehouses and what few vestiges need exist to even qualify as a town. She was raised and taught there for many years though no teacher nor peer valued her company. It was a lonely life overall, pushing her to turn her interest inward. Between books and the world wide web she had everything she needed to shut out the world. When her father got a position at one of the technological super corporations down in Central City they moved down there promptly, setting up close to his work. Being well into her teens Olivia was enrolled in one of the resident highschools there. She fared no better in this new location than she did at the last. Such was life, normal albeit worse for reasons yet to be known. It would have remained that way too until one fateful day when their school scheduled a field trip to go see "The Future of Science", an event hosted by STAR labs to tout their latest scientific marvels to the public. Press of every variety along with crowds of the general public were lead on tour and shown all the demos they had lined up for viewing. Of course as luck would have it this field trip would have taken place on the very same day that the Harrison Wells experiment detonated releasing dark matter all across the globe. It happened as their bus was just exiting the parking lot, saturating the lot of them with tremendous amounts of this relatively unknown energy. It created a substantial amount of chaos throughout the city as it was ground zero for receiving a global quantity of the stuff. Naturally for some time after that the city was in a state of mild as the efforts to repair the damage done by the eruption were twinned with it's effects on those who were affected by the energy, for better or for worse. After being seen by the hospital to make sure she hadn't suffered any life-threatening injuries she was deemed healthy and sent back to school. A scarce few students, a couple of which who were with her on the field trip, exhibited metahuman qualities so everyone was tense to see if anyone else from their school had the potential to manifest strange new abilities. So they waited... And waited... And waited. Nothing came of it however. It seemed as though those who were already discovering their new powers in the latter months were about it. She wouldn't say she was holding her breath to see if she had any such potential. While superpowers always sound cool she was more of a realist than an optimist. The odds simply weren't in her favor. She was just herself. Thus, life continued as normal. Well, as normal as the world can be when there are metahumans running amuck with any variety of motives and powers to wield as they deem fit as of recently.

Got her Background up now. It's a first draft so if there are any issues it's to be expected. I'll hammer out details where needed.
