Okay, now that I've read what you have so far, I think I might contribute something a bit out there. Perhaps the nation that was at the epicenter of the original breach, and thus has a very strange culture that has been warped by the destruction and devastation they suffered. The people of that nation could be "monstrous" races because of the drastic measures they took to survive during the original war. But in the time since they've become extremely pious and dedicated to expressing their gratitude to the gods.

Imagine this if you will: the Vatican City, but all of the priests are vampires.
