Coming from a small and nameless tribe, she allied her people to the powerful Shang dynasty by becoming one of the many wives of king Wu Ding. Unwilling to leave the fate of the kingdom to chance, however, she quickly flew up through the ranks to become both his favored consort and the most powerful general of the Shang. In a single battle, she obliterated the nemesis that had challenged the kingdom for generations before her, and went on to wage war against neighboring states with thousands of men under her command. To the king, she became a trusted advisor and valued shamaness, conducting complex rituals to peer into the future and win the aid of ancestral spirits. When she eventually died, sixteen slaves were sacrificed to adorn her lavish burial site, and in the years to follow her tomb would become a place of prayer where kings would seek her aid against enemies of the Shang. With the Shang having long since fallen, however, her bloodlust and hunger for power remain unsatisfied. Seeking the Grail, she dreams of carving out a new dynasty of her own in the modern world. However, rather than directly affecting power, this bonus manifests as the ability to more rapidly deploy her Noble Phantasm, or a slight delay in the deployment of an opponent's. All of these weapons were of the highest quality, and many were from eras even more ancient than hers, with stories and legends of their own. However, as history ground onward and details were lost to time, all of Fu Hao's collection was sublimated as a single Noble Phantasm. Because of the variety of arms gathered, and her ability to wield them all with equal effectiveness, she qualifies for nearly every Servant class, with the spear merely being her default weapon as a Lancer. Fu Hao can use this Noble Phantasm in a partial fashion to swap out her weapons in battle, allowing her to temporarily alter her fighting style to resemble classes such as Saber or Archer (though this has no effect on her skills or parameters). Unleashing its True Name will conjure dozens of weapons at once. Unlike a certain wasteful Archer, these armaments are not carelessly thrown about, but strike as if Fu Hao were individually wielding each and every one of them. However, the more weapons are deployed simultaneously, the greater the mana cost, with more than 50 equating to a strain no normal mage can withstand. In addition, her treasury is not limitless: her Noble Phantasm incorporates exactly 165 artifacts total, and when one is destroyed she cannot replace or recover it.
