High Elves fall under Elves, which is an available race. Feel free to make up a school of magic for your characters, I made that purposefully open-ended.
They will have grown up in the Seven Elven Thrones, or perhaps in the Alderian Alliance. Depending on how old they are, they may remember the Alderian Alliance conquering the ancestral home of their kin.
