They were both indeed lacking Majesty, but had some in some respects. Neither were masters of anything, unless you counted being a master a digging your own grave at Noila Academy. Salem got off of Victor and walked forward, grabbing the paper lantern that suggested Mastery and holding it in his hand. He grabbed Victors hand and held the lantern up to illuminate their path as they followed thr stone to the right.
