Sure it's fine!

Although some explanations for the decisions.

The stats that was mostly cuz his berserker stats are actually STR D END D AGI C MANA E LUCK D without Mad Enchantment and usually, saber boosts your physicals quite a bit so deceptively yes Toshizo's highest Parameter is speed if he had no ME. Honestly im fine with lowering it either way.

As for the NP's well, I just tend to toss in the haori and flag if they are Kondo, Toshizo, Saito, or Nagakure, since every one of them is connected by the Shinsengumi NP's and the flag itself states that it's pretty much a Shinsengumi NP although effectiveness varies like Saito having the lowest chance of summoning a number higher than four, considering of Kondo, Okita, Nagakure, Toshizo would probably be the only ones who answered considering he basically was the executioner while Okita and Kondo are the most likely to have an actual army.

The Hirazuki though is just me being completely faithful to both IRL history and rumors since it's pretty much considered the prototype of Saito's and Okita's techniques and is the only reason Hiji would qualify as a saber. 

But hey if it doesn't fit  I can understand and always paste Berserker Hijikata since I just really love him. Though I gotta say if Kondo, Nagakure or Saito show up and they cant get their hands on the coat and flag i'd find that quite terrible, cuz atleast Hiji has legit reasons to why he has a different version.
