The council wanted to do something about him, for no other reason than his parentage. That put him between a rock and a hard place. If he didn't help, then that could push things to the point that they arrested him anyway, and if they managed to arrest Captain America, they might feel empowered to take him down as well. This made it clear that it was only a matter of time before he'd be in a jail cell.
