[@Blizz] I believe what cuddles is saying, is what would motivate her to want to join the Expedition forces? Does she want to work with the Brotherhood? Is she in it to learn new skills from scribes? Does she have anyone who can vouch for her skill to say she could come along? Give us a reason to trust or a reason to work to earn our trust.

As for the background, maybe expand it more? Most of the Marshals in NC descend from US army special operations and airborne rangers, as well as other military personal. A ghoul from 82nd airborne was even the first High Marshal, which lends towards NC's less distasteful outlook on ghouls, also of course there is the fact that NC does have more running cars than most other regions because of Speedway.

We need an idea of where this safe house is, North Carolina is a big place is up near the mountains? Hidden among the empty farm lands and hills of the Piedmont? Or near the broken banks of the coast?
