An absolute reflect is iffy. For the footwraps, I wouldn't put a limit on it how much you could use it so long as it's less than a 1 to 1 exchange. Though that seems an odd effect for a foot slot. Having a set bonus is very RPG element and it's not OP so I can dig it.
