[@Cu Chulainn]: I'd stick to B-rank, given other unusual but normally-summonable circumstances still give a B for the top rank.

As for the NP, that seems more suitable for Anti-Army even so, as those are still pretty devastating. So the level of power you describe there is perfectly fine.
