His race is stated as "Hunter", but him not being "an officially recognized Hunter" and his backstory making no mention of him accepting a contract or receiving blood treatment makes it sound as though he's either human or Yharnamite.
A Hunter isn't just a Yharnamite who hunts beasts (those are instead "huntsmen"); a Hunter is specifically someone who has received the special blood to become more powerful than others and has come to live for the hunt. Draco is either a Hunter or a Yharnamite, but he can't be both.
