the Gods will be almost entirely absent, they would only come to him in certain dire circumstances, like let's say he's facing off against a lone gunman and he's just waiting for the bullet to take him out, under normal circumstances he could be on the other side of the world before the bullet has travelled an inch, but he just wants to end it. so the Gods would show up to talk him out of acting this way, but then go their separate ways once the danger has passed. Otherwise they have metaphorically pretty much dropped him in the middle of the ocean and expect him to swim to safety.

Super Speed Hell is just Victor's perception of time and the events around him, while the Speed Force is like a well full of energy that grants powers to speedsters, SSH is just what I call this frame of reference, it doesn't give powers. If Victor were to use his Temporal Perception Manipulation on a normal human being then they would have perception in the frame of reference and travel the same speed as him, but this ability only lasts for a second in real time, which in SSH is a septillionth of a second. Now if he used the same power on another speedster, then it would add his speed to theirs. his speed is the smallest unit of known temporal measurement in today's physics circles so now we're entering the unfathomable.
