How it works is that there isn't thinking—none of us knows what each character [i]really[/i] thinks about the situation. The action symbols indicate that an observable action is taking place, like *Jumps into the air*. Anything that isn't in action symbols is assumed to be spoken aloud, unless modified by them somehow, like *Mumbles*.
