To answer: The cities are located around the globe, there are cultural differences between them. They are all arcologies, there's not really 'country folk', but there are farmers and agriculture people. There are poor and rich, the richest being the Duodecim family that runs the Sanctum City in question. Restricted use means that only the Imperium has access to magitech weapons, vehicles, and other devices. Airships, rail lines, Nox regulators, all of them fall under the Imperium's jurisdiction. You're not going to find magitech farming equipment or cars or whatever. Having a cheerful and optimistic character is fine. It's even preferable. There's nothing wrong with having a simple background. And no, school uniforms are different from magical transformations.
