From what a brief google shows me, it's kind of a mix. So it's a tech ability, but then you'd need the correct equipment to use it. But for the sake of a roleplay, you can be a Vorcha with a flamethrower without taking away an ability if you'd like. That's not farfetched to me, in purely narrative setting.
