Apologies for the delay.

Technology level is late medieval but without gunpowder. Crossbows, ballistae, and plate armor are high technology. Now that Eagoth has permitted all manner of previously forbidden arts, the undead have discovered some new technologies. Extremely primitive electrical experiments allow for crude resuscitations and galvanization of dead flesh. Only very sophisticated meatworks like those in Comiriom and Necron will have access to this very cutting edge technology. Electricity is too poorly understood to power lights or machines. Basically, electrical understanding in this setting consists of “haha, bzzzt make dead thing move”.
