You have a choice of character placement here. 

As a Shifter/slave/someone on the surface; you start in a kingdom on the outskirts of the Northern Territory, currently home to a few members of the Northern Royal family. One of them in particular, a prince, has organized an expedition and is taking with him guards, slaves, friends, navigators, pretty much everything making up his crew and entourage. He's also invited a few other shifters from any of the other kingdoms to come along after paying a fee. For him, this will be like a cruise and safari into a dangerous land. 

As pretty much anyone else, you start in Old New York. Imagine the new york of today experienced a cataclysmic event. Now imagine 1000 years of time passing. That's Old New York. Only it's now 500 meters or just under 1700 feet underground, sitting inside a colossal underground cavern. The ruins of toppled sky scrapers have become like ruined pillars supporting the roof of the cave. Protohumans have recolonized it and have built something of a shanty town type city in the streets, sewers, and sturdier buildings. It's mostly huts, bazaars, makeshift homes, scarp yards, etc. Protohumans are scavenger/traders. There are a lot of relics and makeshift inventions that are magical and in rare cases steam powered in nature. 

There's no more computer or electronic based technology, but dragons brought magic back to the world. So pretty much every modern day invention has been remade using magic/mysticism/runes. Everything else is basically high fantasy style medieval with a light blend of steam power. We are very much in the swords/shield/arrow realm of combat tech. (debating flintlock guns, tell me what you think)
