They would have preferred to find the culprit on their own but since they hadn't been able to figure it out it seemed like the perfect opportunity to use the empath and see if she could be beneficial. Research indicated that Jessamyn would be very beneficial. Most empaths worked in the justice industry. Lawyers, judges, investigators, counselors, etc. There was no reason why the less law-abiding people could make use of the abilities too. Unfortunately empaths weren't easy to get ahold of.
