maybe. it could be worked in that the werewolves have allies they call in every now and then I suppose. 


The land would be a sort of melting pot, meaning all sorts of creatures lived there including humans. 

and the werewolves, especially the leader, the alpha, WOULD be a big threat, as everyone knows a leader like that will want to expand his kingdom. and so....I suppose anybody besides the people he oppresses would want to defeat him and such. 


as far as multiple regions they could exist as well.
