No because the starting combat arts are [i]usually[/i] more consistent whereas spells tend to have more variety from character to character, and you'll often find exclusive spells per person. Maybe someone has nothing but wind magic, maybe someone's allergic to fire magic, maybe someone has a little of everything--something along those lines.
