You can be a newtype, however the fuel situation in space leads to few ships traveling at all around the earth sphere besides military(Expeditionary Forces) means that being a independent party wouldn't last for long since the colonies are the only place to get fuel. The tension between the colonies could mean a crew who come from one colony could be contracted secretly to bring certain loot to the colony. Side 3 will be the best choice for this but a detailed list of locations will be released soon.
Edit: I should also clarify that only in specific instances will powerful newtypes exist at the start, most will be the usual beginning newtypes like the beginning of a gundam series.
