And in Ovaan's defense, if you carefully read over the battle scene, you'll find that he fended off Freeza entirely due to careful planning and strategy. Since we're using Goku as our proverbial measuring stick, we should also bear in mind that he and Vegeta both have a tendency to just fling themselves at their enemy and then wing it from there. The only time Goku ever had an actual battle plan was the Cell Games, and even that ended up blowing up in his face. Ovaan, by sharp contrast, went at Freeza already well aware of his capabilities (same race, after all) and with a carefully planned strategy to account for such (he kept the heat on Freeza and prevented him from Transforming out of his First Form initially, and only went into his Fifth Form after the Ginyus showed up and threw a monkey wrench into his plan).
