I have not designed a setting for royal classes as there really is only the Emperor and his family. The closest would be the Councillors who control each town, acting like a senate for the government.

Efit: I should also say that being part of the Empire's military would be closer to a noble class than being a politician. In the empire the military officers are viewed as more important than politicians.
