Most likely. 

Arena isn't a section that I'm too familiar with and it's unfortunately one of the less used areas of the website too. Most character sheets tend to be created on a Roleplay-by-Roleplay basis though. Meaning that you'd be better finding someone or a group to write with first and then establishing a world, character, etc. If you already know who or what you want to use though, then you can always throw a created character sheet in an [url=https://www.roleplayerguild.com/forums/15-arena-interest-checks]interest check[/url] and ask if anyone is interested in writing with you.
