Pretty much. While you may be able to absorb it, you'd have to prep for it. If I prep said attack for 3 turns and your absorb has no prep, then you'd take a good bit of that attack straight to damage. Thus how T1 works. 

There may be some exceptions, like a being made out of purely fire, being able to absorb fire and the like.
