1. Now that I think about it, I guess it was because I wasn't sure. This is her first year at the academy is all I know. I would like it to be her first day of school as I would like to roleplay her getting used to an entirely new environment from the get go. So if the RP is starting mid semester she could be a new arrival. She's, well, definitely gonna need a lot of help no matter what but I was hoping that could make for some fun roleplay opportunities. What's more school-y than learning how to read? 

2. Yes there were but they were just your "average" trained assassins from birth. And there are also regular ninjas who were adults who came there and make up the bulk of the Warlord's forces and do most of the conquering and killing and all that supervillain stuff. Kay was the Warlord and the Assassin's pet project. I imagined that they've pretty much co-opted the government of a nation state so they also have regular soldiers, too.
