Yes there is an intelligence network in place, still plenty of sympathizers as well.

As for a map...no I don't have one.  I don't have any experience so I was just going to have an expanding list of nearby locations as the story progressed, though a map would make that easier.  I might try my hand at making one before I begin but we'll see.
