[h3][center][b]FRACTURED UNIVERSE LORE[/b][/center][/h3]
[h3][center][b]Legion[/b][/center][/h3]
A group of ultra rich individuals whose goal was to make themselves superhuman to "Fix" society & the world around them. Their efforts resulted in the experiment that triggered "The Incident" or "The Event" different names for the same disaster that wrecked the world & vaporized millions of people. An unintended sid effect of their project was giving millions of people across the globe superhuman abilities. At first they thought the experiment to give powers was a failure as millions were incinerated but the ultimate goal they sought to reach by gaining powers was to reduce the global population as they feel the earth is far too overcrowded, depopulation being one of their goals they were highly dedicated to.

40 days after the four day global blackout & the now infamous day where millions were incinerated. Those same individuals returned to the land of the living, it was soon determined that something was vastly different ab out these individuals. That difference being they were now genetically enhanced, equipped with superhuman abilities. Reeling with rage that the "Incident" had turned into a complete & utter failure with their return they sought to use their influence in various governments/political systems across the world to get different Government Agencies to form groups to round up & remove Empowered individuals from society, & weaponize their abilities to serve their ultimate purpose. This has led to America, China, & Russia among others to form their own organizations to lockdown Empowered & use them for their own purposes.

[h3][center][b]NEDU[/b][/center][/h3]
National Empowered Division Unit, A splinter group formed by members of Legion with prominent influence in the United States Government. NEDU is subset of the CIA[Central Intelligence Agency}. NEDU is a joint task force with the Department of Homeland Security & also  collaborates with the National Guard for dealing with highly dangerous situations involving Empowered Individuals. NEDU was formed two months after The Incident. Currently NEDU is tasked with studying Empowered, monitoring Empowered, capturing dangerous Empowered & all forms of Empowered Enforcement laws in the United States of America

[h3][center][b]Tartarus[/b][/center][/h3]
An underground and horrendeous prison complex in Nevada, used to imprison dangerous Empowered inviduals deemed too dangerous by American society. Conditions in Tartarus are described as worst then even the worst maximum security prisons. Food is sparse & barely edible, prisoners are subject to three doses of a dangerous chemical that causes nightmares, and intense feelings of dread & panic every waking moment they have, as well as suppressing their powers to the point they are non-existent. They are imprisoned in dorm room style corridors that are barely lit & are not given any form of entertainment simply fed  awful food twice a day but sometimes once. They are frequently abused by NEDU security physically, mentally, & sometimes sexually. Many prisoners of NEDU are taken out of their imprisonment only to be subject to inhumane experiments by United States Scientists. Knowledge of Tartarus is not available to the general public or even the United States Government at large. Only the President, the Director of National Security & a few others high ranking members of the United States Government outside of the CIA have any information about it's existence.

[h3][center][b]Superhuman Arms Race[/b][/center][/h3]
As a result of "The Incident", the international event which caused millions of people to be incinerated & returned to life with superhuman abilities a global Superhuman arms race has been initiated. North America, Russia, China, Japan, India, The United Kingdom, France, Germany, Italy, Iran & North Korea among others are all competing & rushing with each other to formulate the strongest superhuman militia. Some countries are remaining neutral in the Superhuman arms race & only interfering with the lives of their most dangerous Empowered residents which pose a threat to the stability of their nation. Canada's announced that their official position is a neutral state for Empowered individuals, and has become an international safe-space for people with powers. To that end some people with abilities in countries with more oppressive laws directed towards them are trying to flee to Canada to escape the brutality of their homeland. Australia is also another country which has lax laws towards Empowered individuals but unlike Canada has a very miniscule amount of the population that has been infused with powers. Mexico has an implied neutrality towards Empowered individuals but has yet to issue an official declaration of their position on them to the international community. 

A total of 200 million people across the globe were spirited away & mutated by The Incident. However the numbers of those afflicted with powers are NOT spread across the world's various countries in any sort of evenly manner. Some countries are reporting a very low threshold for people imbued with unnatural abilities, although the level of aggression their country has towards Empowered has also skewed the authenticity of those numbers. Several countries have passed laws to prevent/ban international travel of Foreign empowered individuals to their countries to limit exposure to dangerous superhuman individuals.
